St. Clair Commission will take over ownership of Prescott Community Center

PELL CITY — The Prescott Community has offered a piece of property to the St. Clair County Commission.

County attorney James Hill III said during a commission meeting Tuesday the piece of property is the community center, and the commission is already using it as a voting place.

“They have offered to give us this property,” Hill said. “I need your permission to do what I need to do to get clear property of the title. We will continue to use this property as a voting place.”

The commission agreed to allow Hill to proceed.

In another matter, Hill said he had an addendum to a previous agreement the commission had entered into with the city of Riverside. This addendum sets Riverside’s obligation for some work county engineers and the county road department performed in 2014.

“The obligation is presently $80,389.97,” Hill said. “This addendum requires they execute a five-year note at 1.25 percent interest with quarterly payments of $4,152.83.”

Commission Chairman Paul Manning said what Hill was referring to was the work the county helped Riverside with when the bridge that led to RiverBend Apartments was washed out. The county helped the city replace it.

Also, Hill said the commission needed to approve an addendum to its phone contract with Windstream. Hill said there were changes from the original agreement in the addendum he felt were in the best interest of commission.

In other business, the commission:

— Adopted a resolution for an agreement with the Alabama Department of Transportation (ALDOT) for the widening and resurfacing of U.S. 11 from U.S. 231 at Whitney Junction to the Steele town limits. This area is from mile marker 176.34 to 181.34, which is exactly 5 miles.

Manning wanted to make it clear that this project includes no new lanes for Highway 11.

“There are a lot of confused people in Steele right now, and it all has to do with misunderstanding and rumors,” Manning said. “Some think we are making Highway 11 a four-lane highway. That is not true. All we are doing is widening the highway.”

— Approved an agreement with the St. Clair County Board of Education to do patch work on access roads on the property of Moody Elementary School, Odenville Middle School and Ruben Yancy Alternative School. The total cost of the project is $3,073.12. The BOE’s portion to pay is $2,046.56, while the county will pay $1.026.56;

— Approved the authorization to publish the fiscal year 2015 financial statement by Dec. 31;

— Approved a request from the St. Clair County Technology Department for a general fund budget amendment in the amount of $4,352 to replace the county computers in the Revenue Office in Ashville and Pell City;

— Appointed James McGowan to the St. Clair County Health Care Authority to replace and complete the term of Terry Capps, who resigned in May;

— Approved additional funding for $2,502 to Business Systems & Consultants for the utilization of 12 carts for a period of eight days for storage and moving of high density files;

— Approved the request of Assistant Sheriff Billy Murray for a temporary full-time deputy to fill in for an employee on extended medical leave;

— Approved various travel requests;

— Approved the minutes of the regular meeting and public hearing of Nov. 10, 2015; and

— Approved the payment of regular bills.
