St. Clair Commission amends policy on assembly, speech

PELL CITY – The St. Clair County Commission amended its operational policy Tuesday concerning First Amendment Assembly and Speech.

The policy will apply to all organizations and individuals regardless of age, race, religion, nationality, gender and/or any other protected class desiring to assemble and exercise their right to speech at the St. Clair County Courthouse in Ashville.

Those requesting the right to assembly and speech must provide the county administrator the date and time of their planned activities 24 hours prior to the requested time and date to ensure availability.
St. Clair County Alabama attorney James Hill III said some regulations will apply to all regarding assembly and speech.

“Offensive language is prohibited,” Hill said. “As is aggressive behavior, offensive displays and illegal behavior.”

The county commission unanimously approved the amendment.

In another matter, the commission approved an appropriation of $2,500 for Tunes Around Town, an event that will be held July 4 on the courthouse square in Ashville.

The commission’s approval was pending the city of Ashville’s matching appropriation. The Ashville City Council OK’d that appropriation Monday night during its meeting.
